The Delaware Plan: a Union Jubilee would use the 250th anniversary to sort repair from theater: what ordinary law can fix, what persuasion and time can erode, and what rights we need to get off the debate floor. Its 2027–2037 horizon is a ten-year constitutional project beyond any one officeholder.
